   Senior Project Manager - Bilingual / Secret - Location Ottawa (2 month

   Require temporary expertise to assess the readiness of the organization for   
   the Long Term Capital Plan exercise (gap analysis) and develop a project   
   plan (including the identification of key stakeholders) for the development   
   of Long Term Capital Plan.   
      
   Deliverables:   
      
     a.. Documentation of existing/missing sources of baseline and expenditure   
   data (gap analysis)   
     b.. Preparation of a Project Plan (schedule, level of effort) for:   
         - consultation on capital program priorities and linkage to   
   department's program activity   
         - gathering necessary baseline, expenditure and other relevant data   
         - approbation   
      
   Preparation of a high level draft of Long Term Capital Plan content   
   (skeleton) representative of the Project Plan   
      
     a.. Transfer of knowledge to the Manager, Materiel Management   
      
   The requirement is for the period of May 20, 2008 - up to 2 months   
      
   The candidate must have:   
      
   Education:   
      
     a.. Undergraduate degree in Business Administration / Economics or   
   equivalent   
   Experience:   
      
     a.. Experience in coordinating the preparation of a Long Term Capital Plan   
   / Investment Plan   
     a.. Significant experience in drafting submissions to the Treasury Board   
   of Canada   
     a.. Experience preparing project implementation plans   
     a.. Experience preparing gap analysis   
      
   Abilities:
