   Communications Specialist - requirement is estimated to be from 12 May 2008   
   to 28 Nov (approx 100 days)   
      
      
   Tasks   
      
   A representative list of the services provided by the Communications   
   Specialist includes, but are not limited to:   
      
   a)       Review PDET and Supply Chain documentation to gain a strong   
   understanding of PDET, the environment, the client and the product being   
   delivered.   
      
   b)       Create and implement a PDET Communication Strategy and Plan and   
   coordinate its implementation.   
      
   Ÿ             This plan must take into account the needs and concerns of our   
   client and the users working as a part of the DND supply chain.   
      
   Ÿ             This plan will include identification of likely areas of   
   resistance that may be encountered in trying to introduce this new software   
   along with how these will be addressed.   
      
   c)       Maintain/Update the Communication Plan based on feedback gathered   
   from the training sessions and other members of the project.   
      
   d)       Create bilingual (French/English) communication material, as laid   
   out in the Communication Plan, which may include:   
      
   Ÿ            Newsletter articles   
      
   Ÿ            Website content (no technical work)   
      
   Ÿ            Memos   
      
   Ÿ            Pamphlets   
      
   Ÿ            Posters   
      
   Ÿ            E-mail announcements   
      
   Ÿ            Etc.   
      
   e)       Participate in the organization of an official PDET Base go-Live   
   "ribbon cutting" ceremony.   
      
   f)         Represent PDET through presentations, briefings, information   
   kiosks, etc as laid out in the Communication Plan.   
      
   Ÿ             Create and deliver high quality briefings using MS PowerPoint   
   to various levels of stakeholders, including high-level management.   
      
   g)       Create a schedule for all communication work. Coordinate and   
   maintain this schedule with other project and user schedules.   
      
   h)       Create and manage a log of outstanding change management issues,   
   which includes:   
      
   Ÿ             Issue identification and documentation   
      
   Ÿ             Identifying the appropriate subject matter experts and engage   
   them to assist in resolving the issue   
      
   Ÿ             Developing risk and impact assessments for each issue   
      
   Ÿ             Delivering the issue solution to whoever raised it in the   
   first place   
      
   Ÿ             Reporting on the status of known change management issues to   
   project management as required   
      
   i)         Coordinate communication activities with communication   
   specialists in the ADM (Mat) organization.   
      
      
      
   Deliverables   
   a)       Regular updates on the status of communications.   
      
   b)       A PDET Communication Strategy and Plan.   
      
   c)       Public Relations and Change Management Briefings as required   
      
      
      
   d)       A Change Management Issues Log.   
      
   e)       Communication material.   
      
      
      
   Language requirement is Bilingual Level C (English/French).   
      
   Location of work will be Louis St-Laurent Building in Gatineau, Quebec.
