   Our Client is interested in acquiring a Project Portfolio Management tool   
   for a short term contract to Sept. 30 2008. They are required to:   
      
     a.. prepare a project plan for approval by the three Departments;   
     b.. perform a preliminary needs analysis for each Department;   
     c.. plan will include facilitating and documenting 4 needs analysis focus   
   groups with representatives from each Department;   
     d.. obtain and review the current and planned technical   
   environment/architecture for each Department;   
     e.. recommend a procurement strategy including:   
       a.. how best for Departments to collaborate;   
       b.. establishment of a review committee   
       c.. produce a  business case for each Department;   
       d.. recommendations for an implementation strategy;   
       e.. present results to three Departments   
       f.. and update PWGSC RFP and prepare for release   
   In order to  meet this need, we require 2 senior level business analysts.   
      
      
   MANDATORY REQUIREMENTS:   
      
     Each resource must have:   
      
       a.. 15+ years of experience in the Information Technology field,   
       b..  recently demonstrated experience in defining requirements for   
   Portfolio Management Systems in Public Works   
       c.. a valid Enhanced Security Clearance,   
       d.. current knowledge of various Portfolio Management Software Solutions   
   available in the marketplace.   
      
   Resource # 1 - Senior Business Analyst   
      
       a.. 15+ years of experience working in business analysis roles in the   
   Government of Canada.   
       b.. Demonstrated experience in preparing a Business Case and Procurement   
   Management Plan for the acquisition of software/hardware in the GoC.   
       c.. Demonstrated and verifiable experience in documenting detailed user   
   requirements specifically for Portfolio Management Solutions.   
       d.. Demonstrated experience with the Information Technology Service   
   Management Framework.   
      
   Resource # 2 - Senior Business Analyst Project Lead   
      
       a.. 15+ years of experience in a combination of strategic business   
   planning, IT service management, large scale systems development and   
   business development for technology intensive organizations.   
       b.. Demonstrated experience in coaching Executives in the areas of   
   Business Planning, Financing and Operations.   
       c.. Demonstrated experience in the preparation of project implementation   
   plans.   
       d.. Fluently bilingual since this resource will be communicating with   
   and leading focus groups consisting of all levels of stakeholders (from   
   Senior Management, Middle Management and professional)
