      From: steve.forgie@microtime-it.com              Web content Designer -              Contract As and when requested" services until December 2011              Reliability Clearance                            Web Content Writer Services which includes at a minimum:                            ˇ Research, coordinate, write and edit content for the Web such as       blog posts, FAQ's, interactive tools, fact sheets etc.;              ˇ Optimize content for search engines, including metatagging;              ˇ Advise on rich media content to complement written Web content;              ˇ Advise on how to format print products for the Web; Adapt current       Web content from print format to Web friendly format;              ˇ Rewrite Web content in plain language;              ˇ Provide basic and input into information architecture development       Organize content for easy navigation;              ˇ Proofread online content;              ˇ Monitor and respond to blogs;              ˇ Advise and coordinate with the Project Authority to ensure content       is up-to-date and is updated in a timely fashion;              ˇ Assist in management of an editorial calendar showcasing notable       events to highlight on the Web site home page;              ˇ Review Web-related documentation to aid in understanding target       audiences and stakeholders needs;              ˇ Provide basic training/presentations on Web content development to       Agency staff on an as required basis.; Coordinate and liaise with identified       Agency and e-Communications representatives; and              Ensures compliance with, federal government and corporate communications       policies, standards, posting guidelines, acts, etc.                            M1. Experience providing Web Content Writer services              The Bidder must demonstrate in their resume that the proposed resource has a       minimum of three (3) project experiences providing Web Content Writer       services to the Canadian Federal Government in the last five (5) years.                            In order for an experience to qualify as relevant it must include at a       minimum one of the following tasks a) Research/coordinate, write and       develop a series of landing pages for the Web; b)              Research/coordinate and produce content for the Web; c) Repurpose current       Web content so that it is consumer friendly in both visual form and layout;       d) Review Web-related documentation to aid in understanding target audiences       and stakeholders' needs; e) Facilitate move of new content from staging to       production status; f) Advise on rich media content to complement written Web       content; g) Optimize content, including META tagging, for searchability; or       h) Advise on alternative formats for Web i.e. audio/ video/ images) to       communicate to a specific audience.                            M2. Approach to Web Content Writing              The Bidder must provide a description outlining the approach they propose to       use for search engine optimization and for information architecture, search       engine optimization and usability.              M3. Provision of a Portfolio for each proposed resource:              Each of the resources proposed by the Bidder must provide a portfolio as       part of the Proposal which identifies a minimum of five pieces of work they       have done in support of Web content development in the last five (5) years.       All pieces must include the metadata to explain how the form was used and at       least one sample must use an alternative format i.e. audio/video/images to       communicate a message.                            Each sample must outline:              a) Name and location of organization in which the service was       provided;              b) Name, address, e-mail, and phone number for the Project       Authority/client contact point;              c) Web address;              d) Purpose of the site;              e) Target audience;              f) Task (i.e. what did the Web Writer do - repurpose print content,       reformat, research and write content etc. find the images, work with the       developers.); and              g) beginning and end date of the provision of the services                            The information provided by the Supplier in this TBSF will be assessed       according to the following rated criteria:              A proposal with a score less than 70% for technical compliance as a whole       will be considered non responsive, and eliminated from the competition.                            Note: As stipulated in Part III Bid selection process, where more than one       resource is proposed in the bid, all of the resources must demonstrate that       they meet the mandatory requirements. In terms of the Rated requirements, an       average of all of the points assigned to the various proposed resources for       each criterion will be used for evaluation purposes and serve as the rating       score.                            R1. Experience in providing services in proposed resource category              The resources proposed by the Offeror to provide the services should have       significant project experience beyond that identified for M1.                            R2. Experience with health or public health topics              The Proposed Resource should have extensive experience providing Web Content       Writer services on health or public health topics targeting general       consumer audiences or health professionals.                            R3. Quality of Portfolio and Approach to Web Content Development              The portfolios identified in support of M3 and the approach to Web content       writing identified in support of M2 should reflect a high quality as well as       an understanding and experience with issues that the Agency and its clients       will handle in support of its Web communications.                                          R4.
