Boosted       by federal fiscal stimulus and a turnaround south of the border, the       recovery will take shape as the second half of 2009 progresses.”       Photograph by: National Post illustration, National Post illustration              OTTAWA -- The Canadian economy will begin to recover in the second half       of 2009 -- led by Atlantic Canada and Manitoba -- but will still end       the year with negative growth of 1.9%, according to the Conference       Board of Canada.              However, gross domestic product is forecast to increase 2.7% in 2010,       the board said in its summer provincial outlook, released Thursday.              “The economies of Manitoba and the Maritime provinces are not prone to       boom-bust cycles, so they have been sheltered from the downturn,” said       Marie-Christine Bernard, the Conference Board’s associate director.              “Economic conditions deteriorated over the past few months in other       provinces, especially in Ontario and Saskatchewan,” she said. “All       provinces will recover slowly over the next year.
