I am employed as the Associate Director of Operations in       the Office of Medical Cannabis at Health Canada. My duties       include, among other things, collaborating with the team       responsible for registering individuals who wish to produce a       limited amount of cannabis for their own medical purposes or       designate someone to produce it for them in accordance with       the Access to Cannabis for Medical Purposes Regulations       (ACMPR).              2. As such, I have personal knowledge of the facts and matters       hereinafter deposed to, save and except where any of the       following information is stated to be based on information and       belief, in which case I verily believe that information to be       true.              Access to Cannabis for Medical Purposes Regulations              3. On August 24, 2016, the ACMPR were enacted. In addition to       providing a framework for the commercial production of       cannabis for medical purposes, the ACMPR allows individuals to       produce cannabis for their own medical purposes or to       designate a person to produce it for them. In the latter case,       Health Canada issues a certificate of registration to the       person wishing to produce cannabis for his or her own purposes       or to the person designated by a patient to produce cannabis       for use by the patient.              4. Within the Office of Medical Cannabis, the Personal       Registration Centre (PRC) is responsible for administering and       implementing Part 2 of the ACMPR, including the issuance of       registrations to individuals. The duties of PRC staff include       processing applications and issuing registration certificates       for medical cannabis, including the review of new applications       for registration and applications to renew or amend existing       registrations, as well as keeping records of these activities.              5. An electronic database is used to keep a record of incoming       and outbound correspondence and call logs that were generated       in the course of these activities, as well as notes made by       Health Canada employees in respect of the activities related       to a file.              6.
