   RE: URGENT - PROC: Invitation to appear - Bill C-76   
      
   The House of Commons Standing Committee on Procedure and   
   House Affairs is currently studying Bill C-76, An Act to   
   amend the Canada Elections Act and other Acts and to make   
   certain consequential amendments. The Committee is holding   
   meetings during the week of June 4th to hear from witnesses   
   on the Bill and would like to invite you to appear before   
   it.   
      
   If you are interested in appearing as a witness, please   
   confirm your availability by responding to this email before   
   noon on Monday, June 4th, 2018. Your participation, as part   
   of a panel, would consist of an opening statement of five   
   minutes, followed by rounds of questions from the members.   
   Upon receiving confirmation that you would like to appear,   
   we will contact you to establish a time for your appearance.   
      
   Currently, the Committee is scheduled to meet from 10:00   
   a.m. to 1:00 p.m. and from 3:30 p.m. to 6:30 p.m. on Tuesday   
   and Thursday of this week. On Wednesday, the Committee will   
   meet from 3:30 p.m. to 9:30 p.m. If you wish to indicate a   
   preferred time slot, we can try to accommodate your   
   preference.   
      
   Thank you in advance for your timely response to this   
   request.   
      
   JCT: I wrote back and told them Wednesday or Thursday   
   afternoon session would be best for my driving there and   
   back.

   4:30 to 5:30 is quite ideal for me. Thank you.   
      
   One snag. In 2003, I was arrested bringing 7 pounds of   
   marijuana to Prime Minister Chretien. A few years later, I   
   was ejected from Parliament due to that event.   
   Could you make sure Security are aware that I have an   
   invitation and can I call 613-996-0506 if there is trouble?   
      
      
   So I'm going to talk about my fight to the Supreme Court to   
   strike the $250 cap on auditor's expense as stifling my   
   access to democracy.   
      
   About how they want candidates with zero expenses to hire an   
   auditor. There should be a threshold where you need an   
   auditor. Say zero contributions and less than $1,000 in   
   expenses, you don't need auditing.   
      
   I'll take a minute to bemoan the loss of S.9 Broadcast Act   
   that used to mandate that free time had to be shared among   
   all rival parties and candidates equitably, quantitatively   
   and qualitatively. Now Rogers can rig the elections by   
   rigging the televised debates.   
      
   And I'll take a minute to mention the

   I think it would be wise to hand in a written submission   
   which I can read. That way, what I want to say gets into the   
   documentation.
