   Jeff Harris appeal for restitution of the time subtracted   
   off his permit that Health Canada no longer subtracts;   
      
   Crown cross-appeal to have all the damages claims below   
   struck as frivolous.   
      
   Jeff says the Court gave both sides a tough time and seemed
