   Your friend should have asked the caller to tell her more about the   
   Canada Piracy Act, and what it has to do with the phone call and her SIN   
   number.

   Not sure why the opening line of a collection agency would be to make a   
   reference to piracy.   
      
   Just going out on a limb here:   
      
   Does your friend (or your friend's kids) do any torrenting or file   
   sharing?   
      
   Could it be that some media / anti-piracy consortium has determined that   
   your friend's IP address was associated with file sharing, and has   
   obtained the phone number which is associated with her ADSL or   
   cable-internet service?  And now wants to obtain more information   
   pertaining to the individuals associated with that phone number in   
   preparation for court proceedings?
