Both seem to have come across something which changed their mind.              Apart giving safe drivers the lowest rates in the country ICBC also pays much       of the costs of driver and vehicle registration for the governent.              ICBC also pays for road upgrades, and police staff time for enforcement blitzes       against drunk drivers and speeders.              The Socreds, in particular, were very right wing, conservative.              Despite that ICBC is still around 4 decades after it was created.              There is a paid PR shill for the Insurance Council of Canada who keeps       posting in newsgroups without mentioning who pays his salary. Every time       he provided a url and invited BC residents to compare rates I called his       bluff.
