      From: AlanBaggett@volcanomail.com              Widow wins war with Canada Revenue Agency : CRA SOTW              ByAl MacRury                      It's tough enough losing your spouse at any age.               And it's tough enough being 83.               You shouldn't expect the Canada Revenue Agency to be telling you that you have       not paid your tax return and they'll be cutting off your income cheques.               "I am having a very serious problem with the CRA regarding my 2012 income tax       return which is causing me no end of stress," Lillie Bailey wrote us.               "I am a recent widow and this was the first time I had to file my own return.       The bulk of my income comes from investments and I was not aware that no       income tax had been deducted at source. Therefore, when I got my assessment,       my tax bill was $3,775.50."       She paid that amount at the Royal Bank on April 15 and it was taken out of her       chequing account.               But on May 1, she received a notice from CRA that stated no payment had been       received.               "I called the Summerside Tax Centre in PEI to question this, but they could       find no record of my account. On May 28, I received another notice stating       that my notice of assessment showed I had not yet paid this amount. Therefore,       they were adding arrears        interest."               She contacted her bank and sent proof of payment records to CRA.               "On July 5, I received notice that my Goods and Service Tax credit of $82.82       was being applied to my account and I would not be receiving any more until my       account was paid in full.               "On July 10, they did the same with my Ontario Senior Homeowners' Property Tax       Grant.               "And my Ontario Trillium Benefit was withheld."               She said a CRA employee suggested human error was to blame. Somebody might       have entered the wrong social insurance number and credited her payment to       another taxpayer.               Things were at an impasse when she wrote Action Line.               We immediately wrote the CRA and in a July 18 reply, Ontario region       communications manager Neil Shalapata relayed some good news.               "The confidentiality provisions of section 241 of the Income Tax Act prevent       us from commenting on specific taxpayer cases," he said.               But the CRA had contacted Bailey and he suggested we do the same.               We didn't have to.               Within minutes, a relieved Bailey told us the CRA had contacted her.               "I have just received a call from the CRA informing me that my payment has       been found and my account credited with the payment. The interest charged will       be deducted and my credits will be reinstated.
