      When? I still can't figure out what event or events you are writing   
   about. Mugabe's government is always trying to find money. I sent my Mother   
   one of their trillion dollar bills. Their economy is not well.

       I think the 1981 donor conference pledged 630 million pounds. Most of   
   this was not for land reform.  I don't know how much of that was the UK's   
   share. I'm not going to chase down several decades of UK foreign policy but   
   I suspect that the money was given.
