Johnson, prohibited states from regulating cigarette       labeling and advertising.              The Employee Retirement Income Security Act of 1974 (ERISA), signed into law       by President Gerald Ford, preempted state laws that relate to employee benefit       plans.              The Federal Meat Inspection Act of 1906, signed into law by President Theodore       Roosevelt, prohibited states from regulating meat inspection.              The Airline Deregulation Act of 1978, signed into law by President Jimmy       Carter, completely preempted state laws regulating airline routes, rates, and       services.              The Federal Communications Act of 1934, signed into law by President Franklin       D. Roosevelt, which gave the Federal Communications Commission (FCC) broad       authority to regulate interstate and foreign communications, effectively       preempting state laws.              =====              So... when Bill Clinton did this... it was OK?              One law for all 50 states.              One notable instance is the Defense of Marriage Act (DOMA) of 1996.
