   Apparently he was emotionally crippled from getting dragged by a car   
   during another attempted arrest months earlier and took it out on Renee   
   Good.   
      
   He had no business being back out on the street and should've been   
   given a desk job, happens with regular police all the time.   
      
   But ICE is too desperate for warm bodies not to put him back out there   
   whatever his mental state was.
