   The PPP Extension (2021) The Paycheck Protection Program DIDN'T STOP in 2020;   
   it was reopened in early 2021 for "Second Draw" loans. This allowed the   
   hardest-hit small businesses to get a second round of funding before the   
   program officially closed applications in May 2021.   
      
   The years 2021 through 2025 saw MASSIVE INVESTIGATIONS that uncovered what   
   some officials call the "biggest fraud in U.S. history."   
      
   The Shift from PPP to ERC (The "New" PPP Scandal) While the PPP ended in 2021,   
   the Employee Retention Credit (ERC) became the new center of scandal. It was a   
   tax credit meant to help businesses keep staff, but it turned into A MULTI-   
   BILLION DOLLAR MESS.   
      
   "ERC Mills"-predatory consulting firms-popped up to help businesses (and   
   scammers) file fake claims. By 2024 and 2025, the IRS had to halt processing   
   because the fraud was so rampant, estimated at over $100 billion in   
   questionable claims.   
      
   Would you like me to tell you about the "Feeding Our Future" scandal, which   
   was the largest pandemic-related fraud case involving child meal programs?

   The "scandal" phase of the 2021-2025 period shifted from the PPP to the   
   Employee Retention Credit (ERC) and the Feeding Our Future case.   
      
   The "Feeding Our Future" Scandal (Child Nutrition Fraud) This is widely   
   considered ONE OF THE LARGEST PANDEMIC-ERA FRAUD CASES. Federal prosecutors   
   charged over 70 individuals in a scheme to steal $250 million meant to feed   
   hungry children.   
      
   Aimee Bock was the founder and executive director of the Minnesota non-profit   
   Feeding Our Future, and she was the alleged mastermind behind the $250 million   
   FRAUD SCHEME.   
      
   What She Actually Did   
      
   The Shell Scheme: She and her associates allegedly exploited the relaxed rules   
   of federal child nutrition programs during the pandemic. They set up "sites"   
   across Minnesota that claimed to be feeding thousands of children per day but   
   were actually just names on a spreadsheet.   
      
   The Kickbacks: Prosecutors allege that Bock oversaw a system where she would   
   submit fraudulent reimbursement claims to the government. In exchange, the   
   contractors running the fake food sites would pay "kickbacks" to Bock and her   
   non-profit.   
      
   The Laundering: Instead of buying food, the money was used to purchase luxury   
   cars, residential real estate in the U.S. and abroad (specifically Turkey and   
   Kenya), and luxury travel.

   The Charges   
      
   In 2022, she was indicted on federal charges of conspiracy to commit wire   
   fraud and money laundering. She has maintained her innocence, claiming that   
   the government's investigation was a 'misunderstanding" or even racially   
   motivated against the community she served, though the FBI provided evidence   
   of massive, non-existent meal counts.   
      
   Abdi Nur (D): One of the defendants in the scheme was a donor to various local   
   and state-level Democratic candidates in Minnesota.   
      
   Sharmarke Issa (D): The former board chair of the Minneapolis Public Housing   
   Authority (a political appointee under a Democratic administration) was   
   charged in connection with the scheme.

   Alliantgroup : One of the largest tax consulting firms. They heavily lobbied   
   for the ERC. While the company itself is, its leadership includes high-profile   
   figures from both sides, such as former Democratic Senator Heidi Heitkamp and   
   former Republican Congressman Rick Lazio.   
      
   Innovation TaxX: A major ERC promoter that faced lawsuits for aggressive and   
   potentially fraudulent marketing. No specific party affiliation is on record   
   for the leadership.   
      
   Synergi Partners: Another major player in the ERC space; they have spent   
   hundreds of thousands on lobbying, but do not have a clear single-party   
   alignment.
