The bombers in Boston and the murderer of Jill Meagher in Melbourne
were found rapidly because of security cameras in the area. In both
cases they were filmed on privately owned cameras. If you are arguing
that official security cameras are a waste of resources you are
probably right. There are so many private security cameras and mobile
phone cameras that extra ones are not likely to make a difference.
In addition, I think it is preferable to restrict the official
surveillance because a central source of videos is more likely to be
   misused.

   Alas, no.
