   It's one thing to FIND a perpetrator, but to PREVENT the crimes in the   
   first place there only ONE solution: Every person in the country (except   
   for government employees and undocumented immigrants, of course) needs to   
   be put under government surveillance 24 hours a day, 7 days a week. Not   
   that this is possible, but the people will never know if someone is   
   watching or not. Millions of cameras on every street corner. Every cell   
   phone always taking picture, always listening. Every computer webcam   
   always on and always listening. The user can't turn any of it off..ever!   
   All of it recorded and stored for future reference. Combine that with the   
   proper software that say uses the GPS in your cell phone to report   
   suspicious activity so that alarms go off for inspectors when a citizen   
   visits a gun store, political meeting, demonstration, government building   
   or any other "location of interest".   
      
   Perhaps with these few sensible measures, crimes like the Boston Bombing   
   can be prevented BEFORE they happen!
