   That is one of the places it can, yes. OTOH he was talking about the   
   creation of political power essentially (given China's history up until   
   his revolution) out of a vacuum.   
      
   What amuses me about certain Americans' association of guns and political   
   freedom is the assumption that military force (regular, reserve or   
   paramilitary) wouldn't be deployed by a suitably-provoked government.   
      
   Personal armaments as a security measure seems to me to make sense in a   
   big country with relatively few police, and with a large enough supply of   
   criminals with their own arms to be a concern. Personal armaments in   
   defence of rights against a government with tanks and attack helicopters   
   is relying heavily on the political process and the law.
