California, in enacting a ban on a certain class       of weapons, caused many California citizens to drive out to Phoenix to       purchase soon to be banned rifles. I'll make the rash assumption that a       number of the purchasers didn't feel a burning need for a SKS until the       state told them they couldn't have one.
