   Minimal heat, no AC, no TV, make prison a place to avoid. Make violent crime   
   something that is neither attractive from a motivational POV or from a POV   
   of potential legal consequences.   
      
   You won't eliminate violent crime, but coming at it from both directions   
   will do more for gun crime, and all other forms of violent crime, than all   
   the testing of law abiding gun owners would ever do.
