   That is because you insist on assuming I mean government-mandated tests.   
   Responsible gun owners, including those who carry as a matter of course,   
   train, take classes and so on. They volunteer for those classes - and pay   
   for them -themselves. They test themselves - which is great. I offered a   
   free-enterprise insurance-based approach as a way of illustrating that   
   I'm *not* advocating government intervention.   
      
   So why should I, walking down Main Street, have to bear the risk of   
   someone who doesn't do anything but pack heat ?   
      
   There are plenty of non-government ways you could answer that.
