   It is not entirely clear that all governments want this.   
   Shifting from progressive income taxes to consumption (sales)   
   taxes is however one of the key tenets of so-called   
   "conservative" economic theory.  It is supposed to encourage   
   more saving and investment.   
      
   The "left-wing" is more likely to argue that it is   
   just a way to shift the tax burden off the richest   
   to the lower income earners.
