   And they would have lost.  So in addition to the severence   
   payments the government would be on the hook for more   
   interest payments.  In addition, they is a high probability of   
   the court assessing punitive damages plus the legal costs.   
   (I.e. they would pay the lawyers fees for the staff.)   
      
   The right wing is forever going on about the sanctity of   
   contracts and how they must be honoured.  The case is   
   a lot clearer than the "severance" routinely paid   
   to top executives who just quit, or stay on when there   
   is some major shuffle in the company's capital structure.
