   Nope.  That is the USian/IRS way.  You don't actually have to file   
   unless you have taxes owing here.  Now the CRA *will* try to punish you   
   for it if you don't, but they will need to use extra-legal means because   
   there is no law to enforce this.  We have different laws and structures   
   in Canada which the CRA, in it's rush to "harmonize" with the IRS,   
   seems bent on ignoring.
