   A California pedophile has been sentenced to 230 years in prison for   
   repeatedly raping a young girl who gave birth to his child when she was 13.   
      
   Deon Austin Welch, 30, started raping his girlfriend’s daughter when she was   
   11, with her telling authorities in Hemet that she was attacked “at least 90   
   times,” according to the Press-Enterprise.   
      
   He was not arrested until June 2017 — more than three years after she first   
   reported being raped to a family friend and four months after she gave birth.   
      
   DNA proved Welch had fathered the baby, according to the report.   
      
   Her mom was later jailed for a year for misleading police and children’s   
   services investigations, and the girl was awarded $10 million by Riverside   
   County social services for the failure to help her, the reports say.   
      
   Prosecutor Sean Oswill told the court it was “possibly the most egregious   
   child sexual assault case” he had ever dealt with, according to the Desert   
   Sun.   
      
   Welch was sentenced Friday to a total of 230 years for 16 counts of aggravated   
   sexual assault of a child and one count of great bodily injury, in connection   
   with the pregnancy, according to the reports.   
      
   “If a defendant ever deserved a maximum sentence, in a case such as this,   
   Mr. Welch deserves it,” Riverside County Superior Court Judge Bernard   
   Schwartz said, according to the Desert Sun.   
      
   The judge attacked the department of social services for not protecting the   
   little girl.   
      
   “This case is a complete travesty,” Schwartz said. “There was a failing   
   by our social services in this case that resulted in additional harm, both   
   emotional and physical, to the victim.   
      
   “It appears the people responsible for taking care of her, her mother and   
   Department of Public Social Services, failed her.”   
      
   The victim’s mother had initially stymied investigations by saying Welch had   
   moved to Mexico — and then failing to report when he had moved back home,   
   the reports say.   
      
   The mom later admitted to police that her daughter may have attempted to tell   
   her that Welch was molesting her, but she either couldn’t recall or tried to   
   “block it out,” according to a recording played in court.   
      
   She pleaded guilty in June 2018 to child abuse, perjury and accessory to a   
   felony and was sentenced to a year in jail and four years’ probation,   
   according to the reports.
