   For the uninitiated, "communities" is a euphemism for foreign invaders   
   who have colonized parts of California that were formerly occupied by   
   American citizens.  What the above sentence is trying to convey is that   
   California "law" protects foreign invaders from being deported. The word   
   "law" should be taken with a grain of salt in the context of the article.
