I checked your post in the Telegram CHAT channel and it was a "RIGHT SINGLE
QUOTATION MARK", UTF-8 E2 80 99 hex.

Perhaps Stas' gateway could translate those into the normal apostrophe/single
quote (ASCII 39) for Fidonet.
