When you plug an android phone into a PC, there should be an option from the notification window to change the USB format from USB charging, file transfer, or MTP transfer. Selecting USB transfer should let it show up in Windows Explorer. At least, that's how it's been with the last couple of phones - although I store media on an external card in my phone, and it's faster to remove the card and plug the card directly into the computer rather than transfer through the phone. ...
