Yes, that was all factored in. But they gave up when they  
calculated that the investment in the mods wouldn't pay back  
within a year.  Something like that needs to be extrapolated  
to 5 or 10 years - especially if the majority of money is  
gov't handouts for "tourism".

But.. at the same time, the building that housed the mill is  
next to a larger building (was probably a storage facility)  
that is now a set of apartments. Maybe the noise of a  
generator would be an issue - but I don't remember that being  
one of the concerns.
