   Before you get all bent out of shape, maybe I should explain RD for you (I   
   really need to make a macro for this ). He tends to make his announcements   
   from the POV of how things are, rather than as they should be. He typically   
   agrees with how things should be, but still looks at it from the POV of how   
   they are. So in the end, RD agrees that the 14th SHOULD apply the 2nd to the   
   lower levels of government, but AT THIS TIME it doesn't.   
      
   Hopefully the Chicago case coming down the pipeline will give SCOTUS a   
   chance to correct this 'oversight' and bring the state of how things are   
   more in line with the state of how they should be. Until they do, however,   
   there is a major disconnect between how they are and how they should be and   
   as long as you understand RD's POV you will understand where he is coming   
   from.   
      
   I beat my head over him for a long time before we got things straight   
   because I always felt I understood him....then he would suddenly come out   
   with something like this and I would go "Say what?". Just a difference in   
   POV not a fundimental difference in our understanding of how the 14th is or   
   should be applied.
