   Depends on the situation. When one is discussing crime, particularly against   
   students, then their potential as a victim is a relevent observation.

   victimized by criminals and that this policy of arbitrary disarmament by   
   those that obey the rules would place them in greater danger by eliminating

   No, it because they are. That is unless you can show me that NO crime of any   
   sort ever occurs on the CSU campus.   
      
   I don't think you can, so they are potential victims because some of the   
   student body is victimized every year by criminals.
