   They need to cut the fat, not create a new Pot Bureau.   
   They could solve the whole thing by ending "three-strikes".   
   Then pot-heads and other petty criminals could get the slap-on-the-wrist and   
   30-days of dry-out that they need and deserve, instead of a lifetime behind   
   bars.   
      
   Don't get me wrong - I'm all for letting folks grow hemp, pot, poison ivy or   
   whatever.   
   But looking at the larger picture, I think the priority is a couple of dozen   
   thousand otherwise harmless people who are rotting away in prison.   
      
   Even ignoring the moral issue, it makes better financial sense.   
   When those guys get out - they'll stop being an expense and start being   
   taxpayers.   
   On the other hand - doping up California's workforce at this particular   
   moment, when the tax revenues are so low, would only serve to further cut   
   those taxes.   
   At least - I think that's what my Economics professor said.   
   I dunno - I was stoned and didn't really pay attention or show up very much.
