   I'm acquainted with former members of the Red Army.   
      
   Someone here posted that the Red Army in Russia refused the help of the   
   Salvation Army when times were tough.  It's true.   
      
   They were considered a foreign army.  Not a "Congressional Army".   
      
   But that's the way the USA works too.   
      
   When the flood of New Orleans occured, Canada's aid was first on hand by   
   miliary supply ships.   
      
   It was off loaded in Florida at Pensacola and moved in by the good people of   
   the Coast Guard and The National Guard.   
      
   However, Canadian miliary divers with skills of welding were permitted to   
   undo much of the mess caused in the waterways which was blocking ships and   
   commerce at the base of the Mississippi Delta.
