   Take a look at that massive dust cloud rolling over that small town in   
   the photo.  The odd thing was, Congress was debating the need for soil   
   conservation, and some legislators were unconvinced.  Even as they   
   debated the issue, the clouds rolled into the capital and turned day   
   into night.   
      
   They passed the legislation, pronto.
