   The answer depends on how exactly you define the scope of "Rule Based",   
   but many, perhaps most AI systems fall outside the conventional view   
   of that concept, e.g. Neural nets, Bayesian nets, Planning systems,   
   Multi-Agent systems, Genetic Algorithms, Swarm Algorithms, subsumption   
   architectures, most vision systems, ...
