   Generally speaking, Expert Systems are giant "if-then-else"   
   systems. :-) So, if your intention is to create something like that,   
   that incorporates a large set of rules specified as a matrix or   
   database tables, you can use normal database oriented with static or   
   dynamic SQL queries for this sort of a problem. Unless you have a real   
   project on hand with a customer who wants you to do this specific way,   
   I see no reason why you should do it with an "expert system".
