   I think you should precise your idea behind "open" and "dynamic"   
   environments ...   
      
   In my mind open means that there are some "things" that are not at the   
   start of the system that appear caused by agent interactions or   
   not ... or some agents that can come into the environment after the   
   start of system ... what kind of application is it for ?   
      
   Does "dynamic" means that the environment can change by itself ? Or do   
   you assume that only agents can change the environment ?   
      
   So, a more precise definition of "open" and "dynamic" according to   
   your application will greatly helps others to propose you relevant   
   publications.   
      
   Moreover, you should also precise what kind of behavior you are   
   waiting from the agents ... Is it planning ? Is it adaptation ? Are   
   all the agents the same ?   
   Do the agent learn ? What kind of task do the agents must   
   fulfill ? ... There often are specific algorithms and design   
   techniques for each class of problems ...
