XML isn't a programming language but a data language - ie. it is used
to store data in a consistent way that can be parsed by an XML parser.
Also, various XML tools can then process it.

You could write a language in XML, in a similar way as you can write a
language in "pure ASCII text". Eg. XSLT is a processing language
   which is also legitimiate XML.

After saying that, I have a long term project which is based on a
simple expert system. I'm wondering about writing an expert system
scripting language within XML - but undecided. I need to do more
   research.

The finished system is going to be open source (we already know the
main grant-giving agency would look very kindly on this, plus it makes
perfect sense for the type of project).
And every time I think about it, HTML/XHTML makes sense - so maybe
somekind of XML / XHTML hybrid will result.
