   i'm working on implementing a title generator which is a natural   
   alnguage processing mini project software that takes some document of   
   meaningful and related sentences as input and gives a list of titles or   
   topics that can be associated with it, by extracting the noun phrases   
   from the document and listing out the most frequently used noun   
   phrases.   
   how can i start to write an algorithm of this kind?   
   are their any other implementation issues i have to keep in mind?   
   which is the best programming language i can write it in?
