   Depending on how complex(and large) your knowledge base can get, you   
   need to try different representations. Simplest is rules and then   
   frames (or description logic.). You can also hybrid knowledge   
   representation (a combination of frames and rules). If you are   
   interested in xml world, there is RDF, DAML (based on ontology   
   concepts). There are good reasoners (E.g., Jena) available for most of   
   them.
