   Hi,   
   I have traffic data of the following type: traffic is over the whole region,   
   the region is divided into different sectors. Each sector has a capacity   
   associated with.   
   What I am looking for is a method to learn the probability that at a given   
   time t the capacity of a sector s is exceeded.   
   Any ideas or further questions?
