   Whoops - I boobed, I didn't look at the terms in the denominator.   
      
   The steady-state gain is 0.00375/(.15*.25) = 0.1   
      
   If you put a unit step into this transfer function it will settle at 0.1 -   
   are you sure the 0.00375 term shouldn't be 0.0375?
