   I assume you mean US federal standard? Not aware of one.   
      
   The meaning an interpretation of probability values depends on the   
   context in which they are used, and the consequences and costs of the   
   actions that are taken based on those values...   
      
   I doubt that there can be a reliable way of standardizing how   
   probablity values can be interpreted across all applications.   
      
   Maybe there is something I don't understand, but why would any   
   authority want to regulate this?
