   OK, I think we might have to give him the benefit of doubt here: The   
   supposed forgery show clear signs of coming from a host in the EU, while   
   his apology have very different headers. The problem is of course that   
   there is no easy way to determine which is which except by examining all   
   those headers, and we would still face the risk of another return to his   
   old/bad behavior.   
      
   I'll leave it up to you, but if you would like to do without the   
   additional manual work, just leave him on the black list.
