   The BIOS will (should) know its own hardware...   
      
   my solution for cold reboot aka RESET is copied from what my   
   BIOS (several AMI,MSI,Award,..work all equal) does:   
      
   RESET:   
   mov AL,0xFE   ; pulse bit 0 for 6uSec   
   out 0x64,AL   ;   
      
   seems all mainboards (except a few exotic like Compaq/Packard/Dell/..)   
   with an 8042 KBC (or even just an emulated one in the south) use that.
