   'not not expr' is sometimes used to force a value of zero or one (rather   
   than zero or not zero).   
      
   And when 'expr' is a textual macro, then 'not expr' may well expand to 'not   
   not ...'.   
      
   So a string of 'not's can be jolly useful..
