   I have come across this elsewhere, but I don't find it in a hurry right   
   now. But I seem to recall that the issue is that the Network Service   
   account lacks some permissions required to generate the certificate.   
      
   I would recommand that you select a domain account for the service   
   account rather than Network Service. If your machine is standalone,   
   create a local machine account for the task. Right-click "My Computer"   
   and choose Manage.
