   Maybe you didn't select "as SYSDBA" ...   
      
   try to connect from sqlplus to check if everytinhg is ok...   
      
      
   from the command prompt type   
      
   c:\> sqlplus "sys/ as sysdba"   
      
   and if it works.. you should be able to connect trough OEM.
