   looks as if you are mixing Java connector and TNS descriptors.   
   I'd expect your command to be:   
   sqlplus 'sys/password@myserver as sysdba'   
      
   myserver would be an entry in tnsnames.ora, etc, etc.   
   You can use the network assistant to configure this
