   Late last week, the Federal Communications Commission voted   
   unanimously to fine Tele Circuit Network Corp. $4.1 million for   
   unlawfully switching consumers from their preferred carrier to Tele   
   Circuit without consent and adding unauthorized charges to consumers'   
   bills.
